A dozen innocent people are dead and there are dozens of questions about how and why a 34 year old former Navy reservists was able to carry out the worst mass shooting on a military installation since Fort Hood in 2009.

Valerie Parlave of the FBI says, "We believe that Mr. Alexis entered Building 197 at the Navy Yard with a shotgun."

The FBI is confirming Aaron Alexis did not use an AR-15 rifle during Monday's Navy Yard shooting.  The former Navy Reservist carried a shotgun purchased in Virginia days earlier and a handgun taken from a guard he exchanged shots with during the rampage that left 12 dead and several wounded.

"We believe Aaron Alexis acted alone, as such, with no other suspects at large.  Investigation moved into evidence recovery and information gathering."

The FBI's evidence response team is still inside Building 197 at the Washington Navy Yard, methodically photographing and documenting the scene where the FBI says Alexis got in with a valid ID.

He had been employed as a contractor and had passed security background checks as late as June of this year.  When Alexis started shooting, Metropolitan Police arrived at the base within 2 minutes and in 7 minutes they were inside but it took more than 30 to finally end the carnage.

"We had officers who heroically went into a building after seeing multiple casualties and continued to pursue and engage a gunman who was determined to kill as many people as possible."

Scanner traffic reveals some of the horror.

"We got a report on the 4th floor, a male with a shotgun, multiple shots fired, multiple people down.  I'll give you updates on building location with several victims down.  We have an officer down, Building 197 on the third floor."

His victims include:

Michael Arnold, 59 year old Navy Veteran and avid pilot from Lorton, Virginia
Sylvia Frasier, 53 year old Network Security Administrator from Waldorf, Maryland
Kathy Gaarde, 62 year old from Woodbridge, Virginia described as "the kindest lady in the world"
John Roger Johnson, 73
Frank Kohler, 50
Kenneth Proctor, 46
Vishnu Pandit, 61
Mary Francis Knight, 51
Gerald Read, 58
Martin Bodrog, 54
Richard Ridgell, 52
Arthur Davis, 51 year old grandfather of 9 who installed office furniture and was shot in the back trying to flee.

Federal sources tell FOX, Alexis bought his shotgun this past Saturday and brought it to the gun range Sunday night.  The night before he came and opened fire.

Inside the Navy Yard we are told there is a mix of shock and anger that someone would attack this tight knit community and that a shooting can happen in a place where they felt so secure.
