This is footage of one of those breaks, on St. Mary's Avenue right where it intersects with West State.

Workers worked 4-6 hours in freezing temperatures to fix each water main break around the city.  In some cases, water has been freezing on the streets.

Frank Saurez with City Utilities explains why pipes have been bursting recently, "1175 miles of pipe, water pipe in our community.  They break.  They get old.  They don't only break in the winter, they break in the summer when we have drought conditions.  It's whenever there is a change in the ground."

Saurez says officials are committed to replacing 9 miles of old water pipes each year.
