ISTEP Testing Off to Rough Start

ISTEP testing is off to a rough start in several school districts. Fort Wayne Community Schools announcing that they're delaying their test until later this month and now the State is asking for compensation from the test administrator.

"I was extremely frustrated with the alarming high volume of test interruptions during Indiana's high stakes test."

"We're here to let you know we're not going to be testing in the regular ISTEP window which began today."

You might remember back in 2013, when nearly 80,000 Hoosier students had their ISTEP exams interrupted by online glitches.  Network issues due to a faulty server were reported from at least 28 schools throughout several districts.

Fort Wayne Community Schools took several approaches to ensure this didn't happen again, including increasing the internet bandwidth by five times on every testing computer and downloading all ISTEP updates prior to testing. 

The State also spent $53,000 to have the system reviewed by a third party.  Even with cautious measures, the glitches are back in 2014.

"This seems to be the same thing that happened last year and we do not want a repeat of what happened last year."

The Indianapolis Star is reporting that the State of Indiana is requesting $600,000 for the interruptions but CTB/McGraw Hill is only interested in covering damages with credits for ongoing, past, and future services.

The State and McGraw Hill are in their fourth year a 4 year, $95 million dollar contract to administer the high stakes test.

Under this contract, McGraw Hill is required to provide uninterrupted computer availability every school day from 7am through 6pm for the 2 weeks before and during each testing window.

"Several districts are delaying ISTEP testing because of these glitches.  Southwest Allen County Schools resumed testing last week but Fort Wayne Community Schools could wait till the end of May to take the test.  The State and McGraw Hill are still working toward a settlement.
